Shall be" I think our way to expect a mission or orders from divinity is inherited from our societies mold on abrahamic conception of hierarchical relationship between Gods and humans. I think Cernunnos is a counterexample of this because He's indeed mysterious and escapes written words but also because he brings us back to our animalistic condition. Animals don't wait for orders or sacred missions to be formulated, they follow the flow and the instincts that constitute the path the Great Mother has for them.
